The aldi laptops seem good spec when they come out. Go to their website and check their newsletters . Good spec and good value

For price/performance, I'd say Dell but even those aren't without their problems. The ultra high res, might look good on paper but text is absolutely tiny unless you're staring at it from a few inches away. Dropping down a resolution, just makes everything look slightly fuzzy. The configs of their model are also kinda fvcked up - you can't get a latop with a high end GPU without also a stupid ultra high res screen. Reading text at 1440x900 is nothing short of ridiculous and you can't entirely compensate by adjusting Windows or IE font/icon sizes. Not convinced by the quality of the mobile radeon cards either.
IBM might be the best, but the prices they charge are ridiculous. The best keyboards of any laptop though.
Avoid Compaq (particularly Armadas)- useless, massively overweight, and have poor screens.
Toshiba Satellite were pretty good when they first came out but now the models are just cheap and nasty.
As for no brand latops, I personally would think twice about getting one - the TFT quality, general build quality and reliability can be absolutely appalling.
