If they badged it as an "economy 300watt" I'd have no problems with that and I'm sure we would all expect it to have lower quality components then.
Of course, they probably wouldn't sell many to people who know a bit about PC's.
But, At the moment they will sell loads to the people who just think a bigger number is better and recognise them as being a well known brand.
All in all very disappointing that they chose this route.

Same old same old from CWT, top end units are high quality other units are built to profit with so many corners cut I'm surprised their pcb's aren't circular.

If I buy one of these CX430 units for testing and it blows up at 100% or less of it's badged wattage can I ask for a refund?

Quiet
Decent voltage regulation
Fully sleeved cables
Good ripple suppression
Great price
The Bad:
Not as efficient as we would like to see.
The Mediocre:
Use of Chinese Samxon capacitors throughout.
Group regulated design.
From the review:
"Internally, the construction is just average with the group regulated topology and use of Samxcon capacitors. Corsair also only gives this unit a two year warranty. Perhaps thats as long as the Samxon caps last? Value score is a 9."
Also the Jonnyguru hotbox tests were done at 29C to 33C. This is the temperature at which the new CX series is rated at unlike the old CX400W which was rated at 40C.
In their other recent PSU reviews the hot box tests were done at between 40C to 60C:

I dont but i can get one, no harm in putting £35 into something which could in theory save the general world public much more.
Im not sure what my testing equipment would include at this moment in time (still on holiday ) but my company makes mains distribution units for use in broadcast so im pretty sure we have the capability.
Whilst its a damn shame the units have proven to be less impressive than their predecessor with regards to actual value, at least they have been proven to match their suggested capabilities. I still will not be recommending the unit as readily as i did the 400 however its moderately comforting that Corsair haven't starting feeding us lies and abusing their position as a market leader.
The problem is that even the reviewer at JonnyGuru even seems to have a few niggling doubts about how long the unit may last. The fact is that you can get Seasonic made units with Japanese primary capacitors for a similar price to a CX430W. Like I said before the CX430W was not subjected to the higher temperatures that other units have to endure during the JonnyGuru tests.

I noticed that they have ignored my question.
Anyway, A quick cross reference of the power outputs shows it is probably a 400watt CWT unit, So maybe that is why they selectively ignored my question.So which one is the CX430 based on? Is it an under rated 450watt or an over rated 400watt ?
I've no doubt if it was a 450watt they had under rated they would have been happy to say so.
What about the current HX series, any tampering going on there?
