Sounds like you had a faulty unit, it happens no matter how well known the brand is, I've had a corsair HX that was DOA.
I hope you RMA'd it as the silent Pro Modular come with a 5year warranty :)
Unfortunately its not loud enough to merit an RMA according to ebuyer, but its not as quiet as it once was.

Okay. but what did Cooler Master have to say? I'm interested as I've placed an order for the Pro Silent M500.

I haven't contacted Coolermaster about it, just ebuyer, I cant be bothered with the hassle now.

Couple of users have experienced noise issues with coolermaster's GX range and 550 and 650 in particular. In terms of price/performance however it is reasonable entry level gamer buy.

One thing to remember is "noise" is highly subjective, what you think is quiet someone else might think is loud.
what's your environment like? live next to a main road and leave your windows open while you have a horde of screaming kids in the next room, then you'll not notice fan noise that much unless you're using some high speed delta's
