R8 290x is the same as 7970. From what people have told me the Seasonic 550W or Coolermaster V550S is good enough.

Any decent 450W psu should be tonnes for that system. Since the extra cost is marginal I might be tempted to go with 750w, just incase you decide you want to crossfire in the future, but its in no way neccessary.

Most sites say you need about 500w, I have a 750w on my R9 290, but that is a power guzzler :P

Yeah 500w - 650w will be fine for your needs. Just make sure its certified 80plus and you are good to go! Those AMDs do suck power compared to the Nvidia equivalents though!!

You will be fine with any decent 500w or above PSU for sure.

So from that link:
Asus TOP (OC) R9 280X = 311W in Metro
XFX R9 DD 280X = 290W in Metro
Reference (non-OC) 770 = 290W in Metro
Pretty sure that backs up that they don't suck power compared to nvidia cards.

Corsair don't have a CX650M SKU. I assume you mean the CX600M, which isn't that good. Mostly because you can get better units for a similar price.
GS700 units aren't worth buying either.
What is your budget?
