PSU makes noise when scrolling
I have a 290 with dual screens and I have noticed the PSU making a noise like a HDD when scrolling.
I have turned off mouse smoothing, and this has reduced it when scrolling but sill happens when using the middle mouse button to scroll.
I have read that it is noting to worry about, but its more the annoyance than worry.
Is this the power supply? or is it something else?

Its a corsair TX650 v1, seems to be a common complaint re:coil whine.

Well it's probably caused by your graphics card redrawing the screen/window contents, this can cause a whine in a number of components either the graphics card, the CPU VRMs, or the PSU.
It's no one component in isolation though, only a combination. And changing components may or may not rid you of the issue. Adjusting voltages, hardware acceleration, power saving modes etc. are as likely to help.

Not sure if I have misunderstood, but it is 100% the PSU making the noise.

Right. And changing the PSU may not help.

I had this issue, a number of times actually! Mine were two different builds, one was just a psu change solving my issue, a few builds back it was a cap on my gpu causing the issue, although not an issue as such still i understand where you are coming from as it can be very frustrating, if you have a onboard/ spare gpu and such you could try switching components to see what happens as kalniel has already pointed out it may be a combination?
