It's about time there were more efficient lower power psu's available. Most people don't need more than 500w when running with a single gpu. It does look extremely cheap and nasty though, something that probably won't be reflected in the price.
It looks OEM-plain to me, not cheap and nasty - gold plated fan grilles and fancy paint jobs aren't prioritised for OEM customers.
The internals, from that photo, look quite substantial for a 400W PSU.
It's titanium rated, I expect it to be expensive for a 400w psu. FSP has also been hit or miss on build quality over the years too.
