My ongoing saga with a Z97 mobo and Broadwell CPU: twice to Gigabyte's repair facility (only 10 miles away) has resulted in a possible problem with the PSU.
On the bench, either CPU would run with the lashed in PSU - but that was about 750W.
In the case at home, Broadwell still won't run.
The tech. chap suggested that the PSU hadn't enough power for the Broadwell, so...

running only 3 fans and a 2.5" Travelstar HDD - hardly a big load!
On the Celeron, the power in to the PSU peaks at about 38 - 40W and is about 28W idling.
On the Broadwell, which doesn't boot but goes for about 20s, the power is pretty well the same.
As the PSU is rated at 40A on the 12V rail and is 12.13V off-load, it would seem that the PSU being at fault is unlikely.
Any other ideas, please?
