By and large we never expected fair treatment of our soldiers/POWs/citizens at the hands of other nations. Primarily because most nations we found ourselves in conflict with lived to a significantly different set of values than we do. Significantly less humane to be precise. We actually expected harsh treatment if we were unfortunate enough to fall into the hands of opponents. Falling into the hands of the IRA, for example, meant certain torture and murder.
I don't see you mentioning prisoner abuses from the first gulf war. But then they were US/UK soldiers and airmen so beating the crap out of them on a daily basis by Iraqi personnel was perfectly acceptable. At least in your eyes.
