msi twin frozr 7950 very loud

hi guys got a msi twin frozr 7950
from your ebay outlet the card seems to have a funny problem when under a small bit of load it
just starts screaming i assumed this was normal for 7950s but as i have just got a his 7950 (more basic cooler )
its no where near as loud where do i stand in returning it for different card or model
