Motherboard CPU temp and horrible buzzing noise etc

i have done IT for 2 years i will tell you what i have try'd to do but just not having any of it and whats been going on to start with i have a water cooling system installed and cpu temps are hitting 36-40c under load in a room temp of 15 and i would hear the odd click from the motherboard which i have never heard in my life of IT or in general...

i'm 100 percent sure that the buzzing noise is coming from capacitors which is not a good sign in my case normal means there on there way out


i have the same board in another computer so i thought i would hook everything up to that one and know problems this 1 tho just mayhem
