Not according to the chart posted here. The Hyper definitely doesn't look like it was designed with noise in mind... And the result for the Tagan is kinda odd: The "2Force" series start off in a favorable position, but become significantly more noisy once the temperature ramps up (as the vcore is increased). In short, it doesn't scale very gracefully. The "Easycon" on the other hand start off on a pretty undesirable position, but doesn't get much noisier as the temperature increases.Originally Posted by Koolpc
For what it's worth, the concensus at SPCR is that the Seasonic range is the most quiet PSU with a fan. You'll need to go passive at the moment to get quieter.
But just to not sound like a rabid fanboy, I will add that if your system is not silent/near silent, other fans in your case are likely going to cover the noise of some of the alternatives (the Liberty certainly look like an improvement over the Noisetaker for sound).
