The specs seems to be correct from checking the XFX site, maybe they have slightly downclocked the card as it is passive to prevent over heating

It just cant run as fast upside down.
I'm pretty sure(my memory isn't that good, but i'll whip myself if i'm wrong) The AGP cards ran slightly slower than the PCI-e versions for whatever reason.
400/800 for AGP and 500/1000 PCI-e. Not sure why, just is.
