Afaik, the Dixons arm of DSGI is not actually "based within the uk" so they get away with VAT exemptions, the saving of which is passed on to the consumer.
If however you buy off Dixons, don't expect to be able to take faulty products back to a Currys or PCW store....

There is no such exemption.
What there is, is a relief scheme called LVCR (Low Value Consignment Relief) which is an administrative relief specifically targeted at low value consignments, and currently, that means under £18. As soon as you go over that then any import into an EU member state will be subject to duties at the prevailing rate for the relevant commodity code, and VAT at the prevailing rate, unless it is an exempt item, and TVs certainly aren't.
One way or another, VAT is due. If the seller is not collecting it and passing it on the the relevant national tax body, you as importer/customer are liable for it.
Dixons, and many others, have indeed shifted their CF and DVD sales operations off-shore, precisely for this reason, by virtue of CI-based companies getting an edge and sufficient of us taking advantage of it for it to be worth companies shifting off-shore, but it only applies to low value consignments, like CD, DVDs, printer cartridges etc ..... and if noises from Government are correct, it may not apply to them for much longer.
