If my experience with Twitter's support is anything to go by, then I'm not surprised that the black hats like it. I tried to report some a-hole that tried to "follow" me to get a trojan on my PC - and all I got was some nonsense about them needing feedback on the information request they'd replied with - only problem was that they hadn't actually asked anything, the only entry on the support call was the stuff I'd put in the original call. I can only assume this is how Twitter support make sure they deal with their queue quickly ...
Oh, and the trojan didn't make it onto my PC, mainly because it was a Windows one, and I use Linux.
