Illusion of organisation doesn't imply a hierarchy or an order to things. Anyone who frequents 4chan will understand how absurd such a suggestion really is. It's like a torch and pitchfork mob. One or two in the mob do all the accusation slinging, it doesn't mean they're the leaders, and a like-minded mob is still an disorderly mob, which will disband as quickly as it forms.
In much the same way as the internet is built as an organic adhocracy, anonymous works in the same way. Where there's an illusion of order, there is in fact, only functional chaos.
