    Perhaps I'm a little conspiratorial but I wonder if there isn't an element of protectionism here, western nations seeking to protect their companies as the "thinkers/designers" and keep the Chinese companies as just low margin manufacturers. After all a Chinese company with great designs and local (maybe preferential) access to the factories and manufacturing in China is surely formidable competition.
