Absolutely nothing of interest there to me.
Guess what though, I will still upgrade as its only £14..as will many many others I am sure.
All credit to Apple for again claiming hundreds of new features when in reality there are about 10 of which 0 are of interest to most users!

So is this the equivalent of a service pack update on windows, yet Apple are charging you for it?
No not really, its a minor version upgrade if comparing to windows - as abaxas says, a bit like going from Windows 98-98SE. Better, more stable, some new features that lots of people don't care about, UI tweaks that split opinion down the line.
A service pack is usually just a cumulative update including all patches,

Fag packet maths says that they should be charging around £15.50 inc vat for this, based on a US price of $19.99 PLUS TAX. So if Apple really are just charging £13.99 for this update then we are getting a better deal than the Americans..that must be a first?
£20.99 sounds much more likely but since Apple are advertising it for £13.99 on their UK homepage, I doubt they would get away with £20.99.

No. A service pack is typically a roll-up of previous updates which contains few, if any, new user-facing features - for example, Windows 7 SP1. XP SP2 was the exception rather than the rule in adding significant new features.
Mountain Lion doesn't include as much new stuff as a new version of Windows usually does, but that's why it's an annual rather than three-yearly update and only costs £13. It's much more than a service pack.
I can't wait to try Airplay streaming from my MBA to Apple TV. I'd be doing that now if I wasn't still waiting for my free upgrade code!
One thing I've noticed about ML is that if you don't use a trackpad of some sort then a few features appear to be awkward to access. OSX is becoming a bit mouse/ keyboard unfriendly.
