If my memory serves me rightly (I use Windows7 habitually although there's Windows8 systems in the house) then your SkyDrive comes up as yet another drive/folder. So by default there won't be anything in your SkyDrive.
If you decide that you want to "float" a doc (i.e. promote it to cloud storage) then all you need to do is to save/copy/move that file into your SkyDrive (or more usually a folder within the SkyDrive). It then becomes a cloud file and hence available to whatever other cloud-enabled systems you have access to. Simples!
SkyDrive will not just unilaterally start stealing your files, as to do so would cause so many privacy issues (translation: expensive law suits in the US). Other systems - in my case Dropbox - function in a similar fashion.
However, I've seen some reports that Windows8.1 will make the SkyDrive the default storage location for all applications. Which, if true, is a dumb idea - especially if there's no setting somewhere to override it. Then again, it'd be in line with the habit Redmond seems to have at the moment of making bone-headed decisions.
