Interesting, but the flashy numbers are meaningless in isolation. 10mm^2 and 100mW aren't especially small in the embedded market; a 32mm Atom is 5.6mm^2, Jaguar is 3.1, A15 is 1.62 and A7 is 0.45 (all 28nm besides Atom). Yeah that's just the core, but there's plenty of room for cache/uncore with a 10mm budget.
A15 is smaller than 20% of current Atom, yet frequently outperforms it; is Quark going to be faster than Atom?
As for energy consumption, 100mW isn't especially low depending what market these fall into; I've played with an Energy Micro demo board, based on ARM M0 IIRC, which you can get down to a few µW depending on mode, in fact it's kind of expected in that market. 100mW is a cosmic amount of energy there, where things are expected to last years on an CR2016 battery.
Of course, Intel probably isn't targeting that sort of market, but see what I mean about a few numbers in isolation?
I read the title as Intel CEO Bull**** on tablet and smartphone success and just called it a day.
