Well I for one welcome our new robotic overlords.
I expect the first use won't so much be Skynet as Hitch Hiker's guide. With current technology, doors can *say* they are glad to be of service when they open, but can't truly have the emotion of being glad. This could change all that!

I do think that Asimov's first law needs more rigour in implementation than pressing "good robot" a bit, wonder if they have thought of that.

Artificial neural networks... not a new concept by a long way. I used one in my masters thesis. They're used all over the place, in fact.
What's interesting is implementing them at the architecture level, rather than simply simulating ANN behaviour. But there aren't many details on how Qualcomm might have implemented it. I mean, based on that blog post it might just be an ARM with an ANN library running on it...

I suspect it is some sort of dedicated iterating logic block, like having a video decoder. That would speed up & reduce energy cost compared with simple software and would work with existing technology.
The interesting work for me seems to be in memristor networks, where the resistance values in the network can be changed in the learning phase, and the whole thing can run as a proper parallel network. If Skynet is going to start somewhere, HP is a contender.
