They who? The .xxx sTLD is available, but there's no way to force adult entertainment companies to use it. You'd have to somehow try to ban every other TLD, including all country-specific ones, from hostibng adult content, then find some way of enforcing that. Not really practical, is it?

hassle yes, with the right inter-government intervention it would be achievable. It just takes people to pull their finger out.
