The core is designed by ARM. Samsung will have configured and customised the core, put it into an SOC with graphics and radio etc that they chose, and then manufactured it in their own fabs.

So definitely made by Samsung.

ARM don't actually have a hand in the manufacturing process, they design the system then other companies get licensed to use/expand on them then manufacture them.

The specs of this chip are quite impressive.
