If they wanted to shift stock they could always reduce MSRP, I'm sure if the price was right people would snap them up.
And if you look real close, between those lines, you can see the real story:
Nvidia artificially kept production low to inflate prices, thinking the miner craze was going to last longer, even though anyone who spends literally an hour or 2 doing research could've told you it was going to take a dive and the card shortage wasn't because miners were buying them all, it's because stocks weren't kept full.
Yes miners used a lot of cards, a disproportionate amount, but if Nvidia had actually filled demand at the time, instead of trying to play silly buggers, they wouldn't be in this spot.
I would pay good money to see the reactions of whoever is in charge when they seen BTC prices collapse earlier this year, because that's when everyone realised the investment isn't going to get a return and stopped buying cards.
The gaming GPU market seems to be stagnant at the moment, AFAICT. I wonder if that has something to do with lower support for multi-GPU solutions in games/drivers?
So now the question is will they delay the 11/20 series cards for a while longer, or will they try to lower the prices of the 10 series so they can shift stock?
I wonder if they've ended up with this surplus but want to keep on track with the next gen release in order to keep their advantage over AMD. Therefore, they send out all the messages of no new cards coming soon in order to encourage those who were waiting to buy in now, thus shifting their stock AND keeping their advantage. It would be a pretty awful move to make on consumers but hey, they don't care about that.

The other question is how much would they need to discount the 10 series cards in order to shift the stock in a reasonable time?
If they lowered the 1080ti price to :
£500 - I still think I'd rather wait for the 11/20 series
£400 - still not sure I would give up my 980 now and stop waiting for the new cards
£300 - would buy right now and run it until a later batch of the new cards becomes available, but they will never get this low
I don't think they can discount the cards enough to entice the users waiting for the new cards into buy the old series and justify the new cards being at the old prices when they come out, so they'd lose money.
People waiting for the new cards are also probably planning a 4K monitor or VR setup in the near'ish future so a £200 saving to buy a year old card probably isn't worth it to them.
It is an odd story.
The bit about GDDR5 purchasing for GPU chip kits, yet this is delaying 1180? That might make sense if this is the 1070 that they are talking about. If I were buying Nvidia today, it would probably be a 1080 at current pricing, perhaps I'm not the only one that thinks the 1070 isn't the best value.
If they ended up selling out of 1080 GPUs but had a tonne of 1070 GPUs still in stock, that could be interesting for them. But I suspect they can absorb the costs, and the customers will take whatever abuse comes their way.
I guess the OEMs have a contract that lets them get a refund? In a conventional buyer:seller arrangement, the OEMs would be the ones in trouble here

some of us on really old cards do the math and conclude:
1) "HOW much?!??!?!??"
2)"Stuff that..."
3) "well my GTX460 is whisper quiet and it still does what I need it to, for my offline SP only games, plus the drivers at the time were optimised for those cards and games, so I'll just stick in the past."
It really would have to be sub £300 to entice me, but with my CPU I'd still be at a significant disadvantage in modern titles even if I did try and play them.
All the shortage and with held stock to get TOP DOLLAR for each unit and now .......... the public finds out it was over paying ?
People don't buy = .... huge back log of units.
just build it make a profit and don't be so greedy, next gen should in reality cost $300 per unit.... they will sell more get more market share and hey ho everyone's a winner.
