Indeed 1.5 billion is a rather small amount of money for such big promises...
While they promise to revolutionize the tech industry with 1.5 billion, SK Hynix plans on merely increase the production of existing memory technology with quite a bit more investment. If they wanted to completely revolutionize tech industry we shouldn't see numbers bellow bellow the 5b mark
$1.5 billion only seems like a small amount, until you realise that what they're talking about is building software tools to rapidly design architecture for hardware by using A.I.. SK Hynix has to construct new buildings to clean-room specs, and buy up lots of complex limited production run hardware needed for etching silicon at a rate high enough to be mass production significant.
