I dunno... a monitor-based overlay with its own reticule might be popular in certain games, to circumvent 'cheat' mods/aids and means you don't have to stick markers on your screen... And I'm sure a few hobby-overclockers will boost their performance if they no longer need to run FPS counters and things.

Not sure about calling it a 'tactical' overlay, though. These days a thing isn't tactical unless it's covered in PALS ladders for MOLLE attachments!

And it's not hard to slap together a HTML5 player.

And there's plenty of open source HTML5 players Hexus could pick from to integrate into the site.

This ^^^^ and it doesn't run in a "modern" browser by default any more... and is a security minefield

For good reason. It's such a bug-ridden, insecure mess that even Adobe themselves would rather you didn't use it and a making it EOL next year.

If the answer is Flash you're asking the wrong question.
