Since Samsung uses ARM based processors and is collaborating with AMD for GPUs, could we get CUDA on AMD GPUs???

No, it is ARM being able to access the CUDA-X and related instruction sets. This does not mean a cross development with AMD GPUs.

And remember, AMD are working with Samsung whom is only a licensee of ARM. What Nvidia are doing are bringing deep CUDA compatibility from the ARM fabric itself.
