Yes, but the forum as a form of 'social media' is hotly contested... and since this one doesn't feature said competition, I'd argue that it isn't.

2. Allows for Publication and discussion of News provided my a/multiple media outlets (Does scan and creative count as additional media outlets)
3. It is Publicly available
those three points say that this is a social media platform, It's like saying reddit isn't social media.

By those same points, The Catholic Church is also a social media platform... At best, this place, reddit and Church are both social and media by the broadest terms, but not actual Social Media.
As a primary (but not the only) difference, forums focus on discussion topics and conversation. Social media focusses on individuals and their activities.
This is why it's hotly contested.
Besides, most people consider Social Media to mean the big ones (Farcebook, Twitter, Instagram, etc) and whatever is the latest flavour of fringe/emerging platform - Yammer, Google Hangouts... err... that's all I can think of, personally.

Something odd about this. They have 77 cards they're handing out. By tagging another gamer, you <i>both</i> get the cards, if you win.
So who gets the 77th card and why/how?
