It's like all the "World Exclusive!" type articles they all have, and all the "first look" at the new design of the PS3/XBox360/Revolution/supermegauberconsole* and it turns out to be an artist's impression commissioned by the magazine in the first place..
Most of it seems to come from the sheer desperation to appear as a better source of information than the internet, trying to out-exclusive everything else. But it doesn't work, due to the nature of a magazine print run most of the information is a month or more out of date as soon as it hits the news stands..

Well ok, but what is technically a PS3?
Is it actually a physical games system, or is it infact a concept of a games system, which will be realised by systems in people homes, yet could also be realised by a dev kit?
If 'PS3' is actually something like 'a system that is a next gen entertainment device that plays x games' then the dev kit could count. Dunno.
But its an apple mac...with what? A G70?

If I fire up Gens 32 Surreal and play Sonic the hedgehog on my PC, I may be playing a Mega Drive game, but not playing on a Mega Drive.
Then again, if I go into the loft, find my Mega Drive II, slap a Sonic cartridge into it and play it, THEN I'm playing on a Mega Drive. I'd say this analogy is more important the other way around, like with the PS3 dev kit, especially when you're making claims that will get you mag sales.

The hardware (PS3) still has to support the engine. I doubt UT2007, with the new engine, running on a PS2 or XBOX will produce the same gaming experience as when ran on the PS3 or XBOX360. That was a cheap shot bud!! Start playing PC games and you will find out how important the hardware is.
Well he's still correct. And I'm pretty sure the Hexus staff DO play PC games.
In all fairness mentioning that you've had "hands on" is a pretty cheap shot. Although the fact that you have to pay £3 or so to read that they DIDN'T play on an actual PS3 is a bit expensive I think!
If you've seen the cover of PLAY magazine it's a disgrace. I bought it purely because it was plastered with the statement that they've got a World-wide exclusive. Rubbish, their article is written by Kikizo.com, which was seen on the Internet some time ago.
What PLAY has proved is that, there is no point in buying gaming print magazines, you'll get the same information one month earlier online, than they have it! then scammed their readers into thinking they'd got the first look (okay it was worded cleverly, they did say they were the first mag to have first hands-on look).
I was a subscriber to OXM and I soon realised that 95% of the magazine was old news. Gaming print mags are over.

I don't read gaming print mags cause:
A: Its usually old new compared to the web
B: It costs money
C: Some of the stuff they put in them is twaddle anyway

The only gaming mag I would buy now would be Edge, as it has good articles and is well written.
As for Play, it seems a bit tabloid-ish.
