S4 is a very good choice - good quality and good parameters.

Pretty much anything with a Snapdragon 800 will be able to play anything including emulators (up to PS1) at a good speed. The nexus 5 is probably best bang for buck but take a look at the G2 as well (which I have). It has a large battery which is nice with demanding games. It gets pretty hot at full tilt so I'd suggest not using a case if you can take the risk.
I own and love my S4, it's brilliant for games, but the HTC One is an amazing phone too. Would have to be one of those two.
Samsung Galaxy Note 3 is the best .Super AMOLED 1080p screen (386ppi pixel density), which is probably the best in the industry at this size, Qualcomm Snapdragon 800 chipset, 3GB of RAM, 16GB of storage, Micro SD card slot and Adreno 330 GPU. Should we ask for more?
I was never one to play too much games on my phone before because I was afraid it might gradually make the phone slow and unresponsive. Upon reading reviews on Samsung's Note 3, I decided to make this phone my main gaming phone. I hadn't encountered any problems so far and I'm really impressed.
