Just go for the 32gb, you wont have to worry about filling it then.
I have the 16. Not really an issue until you're on a long flight.

I would go 32gb, the ipad fills up pretty fast when you start putting your movies,music and apps in.
Go bigger! Save the hassle of selling and buying again when you need the space!
This will be a question of how much films / music / pictures or games is your mum likely to use or store on the iPad?
If not much then 16GB will be enough and you do not waste money on the 32GB. If you are going to put loads of things or need the space then it will be worth spending the extra money on the 32GB.
32GB if you can afford it.

I go 64GB each time - they hold value pretty well if you come to resell although there are now a number of wifi harddrives that support ios so you can stream your files etc straight to your ipad whilst on the go (they have in built batteries). However do remember that apps are becoming bigger with the retina screens to fill so I would say 32GB minimum. I'm surprised apple haven't ditched the 16GB model where theres only a few dollars difference in build costs between 16GB and 32GB models.

I understand this post orginated quite a while ago but speaking from personal experience, select the 32gb larger model or even 64gb if you can afford it, whilst more expensive it always more worthwhile if you use your iPad for just about everything like I do.
I've overfilled it with Music, Videos on VLC, Apps and Gaming and am constantly having to delete things I'd rather avoid having to delete.
However if you do light internet browsing and use it to stream bits and bobs on it may be more worthwhile to go for a 16gb model.
I regret having a 16gb to be honest...
