Phone camera issues

So im having this issue with my smartphone cam (Note 2) with whites smearing all over the image eg:

Is there any way to fix it (like someone had this issue and got it fixed)? Or is the camera a goner.. in that case, which is the best phone for pictures?

Tried to clean the outer side of the lens lol, but didnt help as expected.

IIRC cheap phone sensors without antialiasing filters can give this, its a form of lens flare and you wont be able to do anything about it.

It used to be okay, but I guess when I dropped my phone a couple of times, the sensors went bad?
