Motorola G second gen supports OTG. Whether it is 'best' or not is debatable. Its an Android phone, so does what it says - and remarkably free of bloatware. The micro to standard USB cable

How budget is budget?
The latest Moto E has 4G and the right sort of sized screen, I got one unlocked from Tesco with click and collect. It is nice and cheap, missing stuff like a flash for the camera though.
I can try plugging a mouse in it tonight if you want (always makes me giggle when plugging in a mouse that is as big as the phone )
I am pretty sure I used OTG on my Moto G 4G, but they are quite an old phone these days so unless everything has gone big screen I would have thought there was something better out there.
What sort of OTG are you after, keyboard & mouse, USB hub support or just storage? If you want me to try something it would be a good idea to try the right thing

Moto G second gen supports 4G (and has a micro SD slot too) but is slightly more expensive than the E.

I ended up with a techgear OTG that works with g4g but i ideally wanted keyboard & mouse, USB hub support , problem is its not picking up EE 4g dongle like samsung was..
LATER....
working on 4g now but its slow as hell at times.. it wont even access googleplay without timing out
