HTML and CSS aren't hugely difficult to learn, so learning them might be an idea. In this case, Notepad will do, although something with text highlighting might be better.
Otherwise, as said, Nvu is reasonable, and apparently writes better code than most alternatives.

Nvu looks interesting but possibly a little complicate for my friend. What about an easy to use retail software package?
