For reasons I wont go in to I needed to run a DHCP server on a laptop running XP. A quick search on sourceforge came up with this. This will actually run DNS and DHCP and has a fairly self explanatory config file - I was up and running in 5 mins.

Are you doing this because you are stuck on a castrated uni or work network ?
I had incredibly high latencies on my uni network with sites taking ages to find then quick to load.
Running a DNS server on my computer seemed to decrease the problem to manageable levels.

I am on a uni network, but this was done on a private network separate to the main network. Essentially the network guys here don't like you doing anything which may generate large amounts of multicast traffic so we have done it on an isolated network. I thought the switch we were using may have had the ability to act as a DHCP server, but it didn't. So I needed to run a DHCP server on something else, preferably the XP laptop.
