How the hell does volume licensing work?

I have some work to do on an old NT network. There are a number of PCs etc with MS Works on them and a couple of NT servers.

They except that it would be better to purchase HP DL380s with 2003 COAs and extra licences for offsite TS but locally they wish to upgrade to XP with office and want a Volume licence agreement so they can also expand their current setup (office also needs to cover 12 or so TS users). Now we could just go to Dell and buy a load of new PCs but they want to have bare bones PCs with a volume licence (if its what they want who am I to say no?)

As they only have NT and XP is not a direct upgrade and also they do not have any version of Office can we still buy a volume licence?

I always thought that an XP volume licence could only be purchased to upgrade from 2000 system licences.

Im pretty certain it doesnt, when i was working in schools they would buy say, 1k seats of office/xp under a volume agreement.

One thing worth bearing in mind is the timeframe, upgrading to XP now is potentially a bit late, and although i'll accept its a bit early to go vista, unless theres anything heinously wrong with what they have it may be worth waiting till it matures a bit.
