Making folders on a shared drive private

I recently added a second drive to my system for data storage, to add to a separate drive for the OS. I'd like each user of the system to keep their folders on the data drive hidden and non-accessible to the others. The problem is that the "keep this folder private" box is greyed out for folders on the the data drive.

    Am I missing something?

Does each user need their own partition?

    Would enabling disk quotas help?
