You've not really mentioned costing of software.
http://audacity.sourceforge.net/ is free and as a editing suite comes is quick good seeing as it costs nothing. However you can pay upto 300+ pounds for software just for audio manipulation.
Audacity although I'm not sure if it would go far enough for all your needs. It is really aimed at manipulating music files. (wma, mp3, ogg-vorbis, flac and so on) - but it is open source feeware.

ditto audacity - I've used it happily under both Windows and Linux - it certainly matches (the admittedly early) version of cubase a friends uses.
To go up in power levels I have also been pleased with ardour which positions itself as a a digital audio workstation. e.g to be used with a zero latency OS - which makes life so much easier if you re mixing in live tracks with samples / pre-recorded tracks / overlays
Ableton Live is excellent - it's equally at home with sample files (wav, mp3) and midi. It has some great in-built effects, an intuitive user interface and comprehensive tutorials. Download a demo from :

depends how far you want to go, how good you actually are with it, what your hardware is, what type of intputs you want to record/play with.
There are many options ranging from free to £1000, can you give us more info on what you want to do.

Another vote for Audacity - will do what most people need for audio stuff. Unless you're going into full on production, in which case as I'm sure you're aware it gets *very* pricey.
