I think it depends how they are made. You can do certain things with Adobe PDF writer but it's really not what they are made for as i'm sure you know
there are free programs out there to change PDF's to DOC's if you want to edit them that way but I don't have any current one's to recommend.
Yes you can, but you do need a pdf editor, There are lots about that do this, most of them do charge for the system tho.
If you are editing other people's PDF's you need to ensure you have permission too. And it is possible to protect PDF's to prevent editing them.

Adobe Pro you can edit the PDF's, but your still limited to very basic editing, PDF's really are not designed for editing as staffsmike suggested. Adding pages is very easy, you can make a new PDF out of other documents, and then slice pages into the original document where needed.
