Netlimiter Lite give you per-process information (Heavy CPU usage)
PRTG gives you more accurate measurements but does not differentiate traffic (Very heavy CPU usage)
DUMeter gives you simple measurements (light CPU usage)

If you go the router route, you won't know the proccess/user that was creating the traffic (does that matter?)
Also might be worth mentioning NetLimiter here, neat little app.
