Seems some messages are going thru but some seem to get sent to the exchange mailboxes

I know you can forward emails for recipients unknown to Exchange but I don't think you can forward emails fror known recipients other than doing in on a user by user basis in which case you'd have to forward it onto another email address rather just another mail server.
What are you trying to achieve? I do something similar to what I think you're trying with a couple of internet facing Linux servers running sendmail. They accept the email, shove it through the spam filter and then forward the email onto the Exchange servers, all without looking at the recipient email address; just checking that the recipient domain is valid.
Sorry, can you explain your situation a bit more fully? Yes, you can forward all mail addressed to a specific user to somewhere else, or there's no reason (I guess) why you couldn't configure the SMTP service to relay all mail to another SMTP server outside of Exchange; can't really tell what your issue is though.
Never mind, theres a bit of a fault somewhere as it seems to only do it for a few users, theres deffo something wrong with the server, reinstall enroute...
