Can't help I'm afraid, but I know printers were (and still are) a big headache for our CITRIX admin guys.
I think it's something that is meant to improved in the next release...
Does the HP universal driver not work with citrix?

I'm guessing you'd rather a solution that doesn't involve buying another product to get things working but we use ScrewDrivers for our Terminal Servers - uses printers from the local machine without needing to mess about with any drivers on the server.
Citrix (not something I specialise in by any stretch of the imagination) can be configured to use locally mapped printers out of the box anyway afaik.
how are you connecting them?
Don't share them from the Citrix server or you'll find it will get a bit messy. Share them from your DC then add them to your Citrix server. I always used HP Jet Direct to put them on the network, add them to the DC, share it from the DC then add it to the Citrix server. The problem you will have is people who are either using a VPN or at remote officed with no real local server. Also compression of prints is really needed if using Citrix over a VPN, MPLS etc.
