I've got a video at 25FPS that I need to convert to 30FPS, but I can't find a freeware proggy that will do it whilst "smoothing" it out. VirtualDub has a frame rate changer, but it's basic and doesn't do what I need.

i think i know what he means, but it's an invasive procedure.
changing 25 to 30fps "cleanly" means stretching the length of time each frame is shown for - making a 60 minute video 50 minutes long. what i think is being suggested is keeping the 60 minute video 60 minutes at the higher framerate, by creating an entirely new set of frames which fill in the video at the "same rate", but there are more frames (e.g. a man running would still be smooth, and at the same speed, but use up more frames)
That's probably the best way to describe it yes... so the one second of footage would still last as long, but it would have more frames. If you just duplicated every 5th frame (for example) though, the movement would look jerky, so I could do with something that 'interpolates' the difference between two frames. Or at least does something along those lines. I believe Premiere Pro and/or After Effects does something like this, but I don't have access to either of those programs.
The reason I'm looking at doing it is because YouTube recommend a frame rate of 30FPS for video uploads, rather than PAL's 25FPS, so I was wondering if there was a way to do it that was better than just usnig YouTube's built in conversion.
