There is one built into the latest CCleaner. Also, I use AusLogics Registry Defrag which does a very thorough job.
Both products are free and work on Vista 64. Not 100% sure about XP 64 but you can check their Web sites but i'm fairly sure they'll be okay.

As a follow-up: CCleaner works for 'all windows' version according to the download site and the Auslogics site states the following compatibility: Vista/XP/2000/2003 (32-bit and 64-bit supported). So, both products will work with XP 64-bit.

Stringent, CCleaner will work fine. It's very 'safe' in what keys it will determine need removing. But it's not a registry defragger. I use the Auslogics product for that. It will not only clean your registry, but will also defrag it to speed up Windows.
Another vote for Crap Cleaner.
