Free Exe compiler

Hi.

Anyone know if I can make an EXE file that takes the two arguements passed to it and sends them onto another application, for free?

e.g.

RUN: c:\woop.exe great /fun
will make woop.exe...
RUN: c:\second.exe great /fun

I know I can easily do this with a bat file, but it has to be an exe.
