yeah, sometimes its nice to have all the files n stuff in one place.I still prefer to download the packs and store them somewhere rather than having the pain of downloading them again and again after say a format or something.
Besides might help some people in the dark ages who don't have broadband yet!
True true... but would you trust a third party service pack on Windows?
If you think about it, the only people who are going to use this are probably people who haven't updated from MS, then think how it could eat into the security issues that are covered by the real updates!

if you worked in IT you wouldn't install on a per-machine basis, you'de have a deployment image made in ghost or something of the departmental build, and use admin tools to deploy updates across all machines
i wouldnt trust 1st party windows update releases tbh

Not too hard to do it yourself really - You can download all the hotfixes, then Qchain them togther or Batch file it to install them.
