Garbage in, garbage out. I reckon the only "enhancement" you'll manage is smoothing or sharpening. Reminds me of all those scenes in movies where someone will say "zoom in" to a computer, and it'll do so, then redraw the image with crystal clarity.

If the detail isn't there to begin with, nothing will make it look better when zoomed, unfortunately.

    Re: Program to enchance images?

Any chance you could post a sample of the picture.

As ShALLaX says, quite simply if the detail wasn't there in the first place you won't make it better by zooming in. Digital zoom works by extrapolating data from what you've got, unlike optical zoom on cameras which gives you a true to life representation. When you zoom in on a computer if you view at over 100% then you're going to see the work of whatever algorithm the program uses to guess at what the detail is. Sharpening will get you so far, but best bet is to get a higher quality image.

I downloaded Photo Zoom Pro, but never really tried it properly. It claims to be good at enlarging digital prints. You can find out more on the BenVista homepage.
