SSL 2 encryptions - windows updates buggered it?

    Hey guys,
Since I've formatted (with SP3 installed) and updated windows (additional updates) + web browser versions, I've not been able to download more than 100mb from rapidshare.com at a given time (using flashget, but even in the browser it will do the same thing). I've got a premium account which is why this is annoying.
It will let me download a file, then I wont be able to connect to rapidshare via browsers for about 30 mins, yet I can still ping/tracert it :/

When I try to load it in a browser, it gives me this screenshot in opera

The only things I've changed since the format are the browser versions, updated windows and I'm now on a static IP with a different DNS (not that the latter should make any difference. I also changed the DNS that I connect to in the router). I did also have openSSL installed before I formatted, and I thought it might be that, so I installed it, but that still didn't do anything.

    So logically removing options:
It shouldn't be my connection because I can still ping it. (although I have a feeling I'm missing something)
It cant be that BOTH browser updates have added some form of extra encryption verification which has messed something up. Even then, why can I load the website after the 30 mins :/
So that leaves me with windows updates.

I would have thought from the error msg that the website is at fault, yet other people I have talked to don't seem to have a problem. So I'm stumped.

    Any ideas?

(oh and I haven't run out of traffic, still got 13gb)

    OK quick update:

I had a bunch of part files to download, and instead of letting 1 finish I paused it at 50%, and put the other one on. That started downloading fine. I then thought ok, I'll pause this at 50% and put on another one, that started downloading. It was only until I let 1 of them finish I get booted off as such.

    Start->Run->eventvwr.msc

"System" log. "tcpip" in source column. Descriptions mentioning connection limits.

Solution: install lvllord tcpip.sys connection limit patch.

oh snap, I forgot about that! But it still didn't fix the problem

Also there's nothing in the event viewer about connection limits, or TCPIP

    Hmmmmmmmmmmm a mystery!

Check your PC date & time. Check there are no funky things going on with any 3rd party firewalls - uninstall them during diagnostics. Also disable or uninstall whatever anti-virus you have.

Unlikely, but you never know: perhaps a network card duplex issue or faulty port on your ethernet switch? Change card & switch port. Unlikely, though.

A http://www.malwarebytes.org/ scan is always a good thing to do anyway, so you might as well.

What firewalls, AV and other networky apps do you use? I'd whip out Wireshark to see what's happening at a deeper level.

Re: SSL 2 encryptions - windows updates buggered it?

Ok, so I rebooted my PC last night after changing the limit of open connections and it didn't work. Turned my pc off and went to bed. Turned my PC on this afternoon, and went to try a download. Low and behold it started working ^_-

Didn't touch the router, just a cold boot and it worked. Bizarre :/

    Thanks smargh

Just fyi: Clock date and time is correct. No firewalls are running (NAT enabled router). My AV is up to date and I've scanned critical areas with notification for risk ware. When you exit kaspersky it fully ejects itself from processes (or so I believe!) So I only run it when I need to scan something.
Those are the only things I use.
