Disabling console login through terminal services MMC plugin.

Hi guys this will be the first time I have asked a question here.
I have a problem with win2k terminal services.
I need to know if it is possible to disable the ability of users to login to windows session ID 0 through the Tsmmc.msc plugin?
Problem is that people login to this session and it logs out another service that will not run in the virtual space and the pc needs to be rebooted or someone needs to login locally again to get this service to restart, because this is a remote control service that is stopped it is useless if people have to be there locally to administer the server.
Any ideas would be well appreciated, thanks.

deny loging to anyohe who isnt in the admins group ?

Unfortunately this is a case of too many cooks and they are all admins and need to remain so. Personally I would change the company policy but that is not an option.
