Are you thinking of microsoft plus?
You could use Ubuntu 9.10 netbook remix (ignore the netbook bit) that would be a nice childrens OS, there will be allsorts of guides on locking it down to make sure it is safe too

Sandboxie as a minimum, perhaps VMWare [free Server/payware Workstation] would be useful. Astaro Security Gateway has a nice virtual app which has logging, firewall and blocking facilities.
There is also Edubuntu?

Surely you would be best off just getting Windows 7, giving him a limited user account and yourself the administrator account, and then set up the parental controls feature as necessary which can limit hours of use, programs accessible and age ratings for games. Then pretty much any worthwhile security software should be able to shore up the internet as necessary.
Windows 7 has all the restriction controls that you need. If he's very young and it's for ease of use as well as parental controls then you could look at a linux distro.
