I can't see anything on that site that says it's an upgrade, and it does suggest you can do a clean install. That said, I'm not a student so I can't say with 100% accuracy.
I got the 64 bit Professional and that was an upgrade version. I think all the offers for students are for the upgrade version only not the full version. They can be used as a clean install but not sure where this would leave you if Microsoft started to say you have violated the licence.
My brother did a clean install with it but he did have vista on it before hand.
The Ultimate Steal copies of Windows are UPGRADE EDITIONS ONLY.
It is possible to use them to do a "clean" install, legally, ONLY if you already have an activated eligible previous version of windows already installed (i.e. boot from an upgrade edition DVD, the installer will verify that you're eligible, then permit you to do a format).

Its easy, dont enter the key in the install clean on a empty HD:
Wait til all is runnung, then you have to do some work in regedit
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\OOBE there MediaBootInstall to 0
and rearm it in searchfind startmenu:
cmd +Shift + STRG for admin acess
then "slmgr -rearm" and do a restart
then open with Win+Pause the dialog and enter your student key.
Clean upgrade
Or:
1. Clean install
2. DON'T input the product key
3. Update the system
4. Whilst on the desktop, run setup on the win7 disc and choose the upgrade option.
5. Wait for a long, long time....
6. When it finally gets back to the desktop, activate windows via the computer properties and ta da!!
